Inspector Gunavarman of Organised Crime Intelligence Unit , deputed to curtail rowdy activities of top notch notorious history sheet accused in Chennai city including Dhana who is working as hooligan under the ‘A” category history sheeter Selvarathinam.Ravichandran also a ‘A’ catagory history sheeter who is predominantly dealing with land litigation and doing ‘ Katta panchayat’ along with his friend Rajan and Guna .Rivalry between the both ( dhana and selvam )with ( Ravichandran and team ) for inferring rowdy activities in land litigation.Ravichandran had a plan of murder dhana , where dhana know his plan and murdered one of his informer sudha .Following to that inspector gunavarman posted to law to order and task given to him to encounter five history sheeter including Dhana.
